In 2025, Lima and Sylvan Townships entered into an Agreement under Michigan Act 425 of 1985 for the purpose of economic development in the area south of I-94 between M-52 and Freer Rd. The Economic Development Area will be jointly planned and zoned, share revenue, and utilize extension of the sewer and water utilities from Sylvan Township.  The Economic Development Area consists of eight parcels and approximately 200 acres, shown in the image below.

As part of the Agreement, a Joint Planning Commission was formed with 3 members from each participating Township.  The Township Board of Sylvan and Lima Township appoint two Planning Commission members and one Township Board member as members of the JMAPC.

The JMAPC meets quarterly in  January, April, July, and October on the 4th Wednesday of the month at 5:00pm in Sylvan Township.  Special Meetings will be scheduled as necessary.
